I use GIMP, but I think PS7 should be similar. The trick is to break the image up into pieces, and then you can manipulate each piece as you like. If you're brave you can do it all in one layer, but I use multiple ones. Where it gets difficult is you need a steady hand for selecting parts of the image, and there is a lot of trial and error in adjusting the light levels so that the final thing looks good.
There may be more than one way to do this, but this is the one I came up with.
